The Marea Negra association for private security held a meeting with the political party "Contigo"

Wednesday, January 31st, 2018

This past week the videographer of the association Marea Negra for private security, José Antonio Carbonell, held a meeting with the vice president of the political party "Contigo", Javier Trigueros to let him know the precarious and convoluted situation that the professionals of this sector in the Region of Murcia.

It was a meeting where important issues such as the Self-Protection Plans, which concern public security and which is left out of God's hands, were discussed. Another issue that was discussed is the way in which public procurement is carried out by the Administrations that , in our opinion it is disastrous, especially the one that has to do with taking out public housing surveillance, where the laws on hiring are being violated, such as the "reckless casualties" and awarding companies that do not comply with the specifications of the awards.

Another topic of interest that has been discussed is that entrepreneurs in the private security sector in our beloved Region should be transparent and rigorously comply with their obligations.

This association through data and complaints filed in different agencies has let know "with you" what would be the right employer.

That it is a very important job to have entrepreneurs who create quality jobs, secondly, that they fulfill their obligations such as paying their employees in a timely manner (which is not the case on many occasions) third, that the conciliation of the family life, nonexistent in this sector, carry it out as it is a right contained in the Statute of workers and fourth, be up to date with their obligations to the Treasury as, with Social Security, because otherwise the FOGASA will disappear.

All this why we ask it, because to return to this Region the status that it has lost for so long that it has ever existed.

That Murcia is named in the different media, with news of which we Murcia feel proud.

At the end of this meeting we draw our conclusions that were the following:

This meeting is the only advantageous, compared to others held with other political parties. One of the details that made this productive meeting was, without a doubt the mood of the politician Javier Trigueros, with his knowledge of being, clarity and attention, terms with which Nowadays, any self-respecting politician would have to tell.

Without leaving aside the honesty, vocation and service to the citizen.

Indispensable requirements, I would say to dedicate to others.

The Region of Murcia leads the economic growth in Spain in 2017

Wednesday, January 31st, 2018

According to the forecast of the Independent Authority of Fiscal Responsibility (AIReF), the growth rate of the Region during the past year amounts to 3.7 percent, the highest in the country

Andrés Carrillo estimates that in 2018 will exceed 30,000 million euros of GDP, 600,000 jobs and unemployment will fall to 16.9 percent

The Region of Murcia leads the economic growth in Spain, according to the forecast of the Independent Authority of Fiscal Responsibility (AIReF), with a growth rate of 3.7 percent of GDP, six tenths above the national average.

The Minister of Finance and Public Administration, Andrés Carrillo, stressed that "the Region will surpass the forecasts that were initially established for 2017 and it has already 12 consecutive quarters over 3 percent".

Carrillo showed that this growth "has been possible thanks to the economic policies undertaken by the regional government and by its president, Fernando López Miras, who is committed to a space of economic freedom that allows improving the confidence of businessmen and the generation of quality employment ".

In this regard, the Minister stressed that in 2018 several milestones will be reached in the Region: exceed 30,000 million euros of GDP, achieve 600,000 jobs and down to 16.9 percent unemployment.

"In the last three years, 20,000 more Social Security affiliates have been added every year, which translates into more jobs for the citizens of this Region and that is the most important thing for the regional government," he said.

"We will continue working, implementing reforms, eliminating obstacles, walking along the road map designed to establish the pillars of sustained growth that creates wealth and employment for the Region," said Carrillo.

Less taxes and more employment

Among the policy of reforms that has been launched by the regional government in recent years highlights the lowering of taxes, administrative simplification, the strategy of quality employment and electronic administration.

"All the measures carried out by the Executive during this term are giving results and have made citizens perceive it in their day to day," said the Minister of Finance.

To which he added that "these data have been possible despite situations that have created uncertainty at national and international level, such as the political crisis in Catalonia or Brexit" and other circumstantial factors that "show that the regional economy has a tremendous strength "

Specifically, this last quarter, when most has affected the Catalan crisis, AIReF places the Region's growth at 0.9 percent, two tenths above the national forecast average.

The TSJ ratifies again the award of the management contract of 7TV to Secuoya

Wednesday, January 31st, 2018

They dismiss Mediapro's appeal against a decision of the Court of Contractual Appeals, which had already rejected the claim

The Superior Court of Justice of Murcia has dismissed the contentious administrative appeal filed by the Mediaproducción SLU against the decision of the Central Court of Contractual Appeals of 13/3/2015.

This resolution rejected the previous appeal filed by the same entity against the order of the Minister of Economy and Finance by which agreed the award of the contract for the indirect management of the public television service of the Region of Murcia.

It is the third time that the Supreme Court has ruled against the appeals filed previously against the aforementioned Court of Contractual Appeals, thus guaranteeing the transparency and legality of the award of the 7TV service to the Secuoya Group.

The plaintiff, Mediaproducción, claimed in his appeal filed in May 2015 that the procurement procedure be declared null and required the public administration to pay the costs.

It alleged in its application the breach of the Administrative Terms and Conditions and the nullity of the technical prescriptions annex "for infringing the principle of free establishment of companies in the territory".

In the first point, the Supreme Court of Justice makes the same consideration that it had already made in issuing judgment in November 2017 in the resources of the commercial Videoreport and GTM, which sought to challenge the same decision of the Court of Contractual Appeals.

In this sense, the three plaintiffs agree in claiming the nullity of Secuoya's offer to include the amount of the compensation for the public service in the economic viability section.

The Court recalls that the Contracting Committee noted that all the bidders had included this forecast of income in their feasibility report and considered "that there was no reason to exclude any of the companies".

On the other hand, Mediapro claimed the nullity of the technical specifications, claiming that it compels the contestants to submit information about their physical locations and headquarters for the provision of the service.

The audiovisual producer argued that this obligation violates the principle of competitive competition and infringes the right of free establishment of companies in the territory.

These allegations "can not be accepted," says the TSJ, since any bidding entity submits to the contest as it has been called and has the opportunity to challenge the bases previously.

Failure to do so "will lack the legitimacy to challenge it later".

With this, there are already three sentences of the Supreme Court that dismiss the appeals lodged against previous resolutions that endorse the legality and transparency of the adjudication process of the public television service of the Region of Murcia.

Declared the Latin candle as an Asset of Intangible Cultural Interest

Wednesday, January 31st, 2018

The Governing Council has approved today, at the proposal of the Ministry of Tourism, Culture and the Environment, the declaration of an Intangible Cultural Interest to the Latin candle and the trades and knowledge related to its practice.

This decision is justified by the uniqueness of the Latin candle, since there is no other similar manifestation in the Region that combines skill, knowledge of the traditional river carpentry and intimate relationship with its natural environment. In addition, its authenticity stands out, since it has It has been used for centuries on the regional coast, currently adjoining the Mar Menor and the dock of Cartagena, and has the integrity derived from the secular transmission of trades and traditional knowledge for the construction of vessels and their management.

According to the extensive report provided by the Higher Technical School of Naval and Oceanic Engineering of the Polytechnic University of Cartagena, "Latin sailing is the result of uses and customs that involves a technical knowledge of undoubted value in the historical knowledge of navigation The rich cultural heritage resulting from this relationship between man and the environment deserves to be addressed and conserved, especially when many of these practices are an example of sustainability, essential even for the conservation of biological diversity.

origins

Local artisanal fishermen are the ones who have made it possible for this type of navigation to survive, which, according to experts, comes from the Arab culture, although its origins are found in the Nile, in the Greco-Roman era and the Byzantine world, and whose name (Latin sail) was given by navigators from the north and center of Europe.

Although the Latin sail was replaced in the great ships by the crab in the eighteenth century, it continued to be used in coastal fishing until the appearance of motor propulsion, at which time the Latin sailing ships were losing importance.

Among these boats, the felucca and the lute stood out, and their crew oscillated between seven or eight people.

At the beginning of the twenties of the last century the Latin boats were used in the trawl gear, especially in the peninsular Levante.

It is estimated that there were more than 1,500 boats at that time and this type of boat is still used today in a large part of the Mediterranean coast, as well as in the Red Sea, Persian Gulf and Arabian Sea.

In our country, a small number is kept in use for sporting purposes (there are 21, 33 and 42 spans in length) and one study shows that there are a total of 54 registered Latin sailboats in the Region, being the oldest , almost centenary, of 42 spans.

The first regattas for Latin sailing began in the fishermen's environment, on the occasion of the Virgen del Carmen and San Ginés.

The Nautical Club of Santa Lucía, originally Levante Sports Association, was created in 1953 to organize the sport of Latin sailing in Cartagena and in 1986 it was registered in the registry of sports associations of the Region.

At present, this practice is regulated by the Sailing Federation of the Region of Murcia.
