The Region of Murcia leads the economic growth in Spain in 2017

The TSJ ratifies again the award of the management contract of 7TV to Secuoya

They dismiss Mediapro's appeal against a decision of the Court of Contractual Appeals, which had already rejected the claim

The Superior Court of Justice of Murcia has dismissed the contentious administrative appeal filed by the Mediaproducción SLU against the decision of the Central Court of Contractual Appeals of 13/3/2015.

This resolution rejected the previous appeal filed by the same entity against the order of the Minister of Economy and Finance by which agreed the award of the contract for the indirect management of the public television service of the Region of Murcia.

It is the third time that the Supreme Court has ruled against the appeals filed previously against the aforementioned Court of Contractual Appeals, thus guaranteeing the transparency and legality of the award of the 7TV service to the Secuoya Group.

The plaintiff, Mediaproducción, claimed in his appeal filed in May 2015 that the procurement procedure be declared null and required the public administration to pay the costs.

It alleged in its application the breach of the Administrative Terms and Conditions and the nullity of the technical prescriptions annex "for infringing the principle of free establishment of companies in the territory".

In the first point, the Supreme Court of Justice makes the same consideration that it had already made in issuing judgment in November 2017 in the resources of the commercial Videoreport and GTM, which sought to challenge the same decision of the Court of Contractual Appeals.

In this sense, the three plaintiffs agree in claiming the nullity of Secuoya's offer to include the amount of the compensation for the public service in the economic viability section.

The Court recalls that the Contracting Committee noted that all the bidders had included this forecast of income in their feasibility report and considered "that there was no reason to exclude any of the companies".

On the other hand, Mediapro claimed the nullity of the technical specifications, claiming that it compels the contestants to submit information about their physical locations and headquarters for the provision of the service.

The audiovisual producer argued that this obligation violates the principle of competitive competition and infringes the right of free establishment of companies in the territory.

These allegations "can not be accepted," says the TSJ, since any bidding entity submits to the contest as it has been called and has the opportunity to challenge the bases previously.

Failure to do so "will lack the legitimacy to challenge it later".

With this, there are already three sentences of the Supreme Court that dismiss the appeals lodged against previous resolutions that endorse the legality and transparency of the adjudication process of the public television service of the Region of Murcia.

This decision is justified by the uniqueness of the Latin candle, since there is no other similar manifestation in the Region that combines skill, knowledge of the traditional river carpentry and intimate relationship with its natural environment. In addition, its authenticity stands out, since it has It has been used for centuries on the regional coast, currently adjoining the Mar Menor and the dock of Cartagena, and has the integrity derived from the secular transmission of trades and traditional knowledge for the construction of vessels and their management.

According to the extensive report provided by the Higher Technical School of Naval and Oceanic Engineering of the Polytechnic University of Cartagena, "Latin sailing is the result of uses and customs that involves a technical knowledge of undoubted value in the historical knowledge of navigation The rich cultural heritage resulting from this relationship between man and the environment deserves to be addressed and conserved, especially when many of these practices are an example of sustainability, essential even for the conservation of biological diversity.


Local artisanal fishermen are the ones who have made it possible for this type of navigation to survive, which, according to experts, comes from the Arab culture, although its origins are found in the Nile, in the Greco-Roman era and the Byzantine world, and whose name (Latin sail) was given by navigators from the north and center of Europe.

Although the Latin sail was replaced in the great ships by the crab in the eighteenth century, it continued to be used in coastal fishing until the appearance of motor propulsion, at which time the Latin sailing ships were losing importance.

Among these boats, the felucca and the lute stood out, and their crew oscillated between seven or eight people.

At the beginning of the twenties of the last century the Latin boats were used in the trawl gear, especially in the peninsular Levante.

It is estimated that there were more than 1,500 boats at that time and this type of boat is still used today in a large part of the Mediterranean coast, as well as in the Red Sea, Persian Gulf and Arabian Sea.

In our country, a small number is kept in use for sporting purposes (there are 21, 33 and 42 spans in length) and one study shows that there are a total of 54 registered Latin sailboats in the Region, being the oldest , almost centenary, of 42 spans.

The first regattas for Latin sailing began in the fishermen's environment, on the occasion of the Virgen del Carmen and San Ginés.

20 new digital radiology rooms for seven hospitals and six health centers

The Governing Council has given the green light to the Murcian Health Service (SMS) for the acquisition, installation and commissioning of 20 new digital radiology rooms in various hospitals, for a total of 6,022,896 euros.

The new rooms will be destined to the Virgen de la Arrixaca and Morales Meseguer hospitals in Murcia, Santa María del Rosell in Cartagena, Rafael Méndez de Lorca, the Northwest District of Caravaca de la Cruz, the Virgen del Castillo de Yecla and Lorenzo Guirao de Cieza, in addition to the specialty centers of Jumilla, 'Doctor Quesada Sanz' of Murcia, 'Santa Rosa de Lima' of Lorca and the health centers of Alhama de Murcia, Águilas and Totana.

Authorized the tender for the cleaning contract of the health centers of the Cartagena Area

The Governing Council has authorized the Murcian Health Service (SMS) to tender the contract for the cleaning, disinfection, deratting, disinsecting, gardening and laundry services of the health centers and emergency services of primary care in the Health Area.
